    AbstractIn recent years,the concepts of " Sunshine Finance" and " Performance Finance" have been deeply rooted in people's hearts.As an important part of the system of administrative institutions in China,the logistics infrastructure management departments of institutions of higher learning are also facing the growing call of " Seeing Expenditure in the Sunshine and Evaluating Expenditure in the Performance" in a true sense.The long time-consuming and high cost of infrastructure projects directly determine that they need more precise budget management.In view of this,this study will make a theoretical study on the construction of university capital construction budget model,and on this basis,focusing on the SR University Logistics Capital Construction Management Office as an example,elaborate on the construction process of the capital construction budget model,and further verify the validity of the model.
